No, the Use Tax is what I paid because I didn't pay sales tax when I brought
the kit to AZ - one time charge.  If I had paid sales tax or use tax in
another state, there is no fee.

Arizona requires that all planes be registered every year.  Certified planes
pay a percentage of their worth - ouch!  However, all EXPERIMENTALS pay a
flat fee of just $25.00 per year.

The $25 is nothing. Tell me more about the Use Tax. Is that 5% of aircraft
value? Do you pay it each year?
