REFLECTOR:173 Front Seat Ballast

I think my problem applies to 173's with the longer, heavier wings.  And I
do have a big car battery in front, with a full IFR vacuum gyros and Garmin
430, full upholstery and carpet.  I think it is just the heavy wings.
