This is a new capability included in Garmin's 330 Transponders.  See

There are some articles in the latest issue of Flying magazine.  The TIS is
uplinked data from some of the newer ATC systems that provides traffic as
seen by their radar systems.  A great low cost alterative to the Ryan TCAD
systems.

I read an article (but can't remember where it was) about UPSAT's Capstone
project in Alaska that referred to the capability to receive the FAA TIS
(FAA Traffic Information Services) including location, direction, altitude,
and climb/descent information of nearby aircraft.  See
