REFLECTOR: Flight into Mexico

I'm planning a flight into Mexico.  I have the Jeppeson Trip Kit
for the area of Mexico that I'm going to; the city is queratero,
or MMQT on your charts.

The Trip kit isn't as comprehensive as I would like.  It tells
me some of the things I need, but doesn't say anything about
whether an instrument rating is required.  I've also heard that
night VFR is illegal.

Does anyone have any experience here?
